Aquiva Foundation and STELCO Team to Provide Drinking Water from Waste Heat in the Maldives

The small Maldivian Island of Guhli welcomes the world’s first desalination unit utilizing the waste heat of the local power generator to produce up to 10 tons of drinking water per day through membrane distillation.

Today the tap was turned on for a new way of making the energy water nexus work on the small coral Island of Guhli, which measures approximately 600 by 300 meters. It is home to about 1200 inhabitants, a shipyard and a growing number of guesthouses. There are no natural sweet water sources other than seasonal rain, and therefore, Guhli was reliant on water imports. The water produced through this new technology will be used to reliably provide water for drinking, cooking and hygienic purposes.

As a result of a joint venture between the Aquiva Foundation and STELCO, the Maldives has inaugurated the world’s first desalination unit utilizing the waste heat of the local power generator to produce up to 10 tons of drinking water per day through membrane distillation. The technology is being provided by memsys.

The project was developed by the local power company STELCO in a joint venture with Aquiva Foundation, which won a tender in 2013 asking to desalinate water utilizing the waste heat available on all Maldivian Islands.

The desalination plant taps into the cooling cycle of local diesel generators to retrieve the thermal heat that is otherwise wasted into the air. This waste heat of about 85 degrees C drives a desalination process under vacuum using the membrane distillation modules of the German/Singaporean company memsys. This robust process follows, in essence, the natural water cycle and results in distillate water of the highest purity. This distillate is then mineralized using local coral sand for a good Maldivian taste. It is distributed under the brand “AQUIVA fushi” – fushi standing for the pure island taste created by coral sand in the mineralization process.

The water is only available in reusable containers in order to prevent the pollution of the pristine Maldivian nature through the plastic waste of one-way bottles.

“This project shows our efforts to provide environmentally sustainable solutions which improve the conditions for our people using break through technologies,” said the Maldivian Energy Minister Mr. Thoriq Ibrahim.

Florian Bollen, CEO of the Aquiva Foundation, noted that, “We say thank you for the joint effort of all parties involved in this project: The Maldivian Authorities, the Guhli Island Council, STELCO providing waste heat and land, our local integrator Static, and our technology suppliers Aquaver and memsys. We believe that this is a good example of how water problems can be solved sustainably on a local level, even in situations where no sweet water is available. We are already working to apply this concept to many of the 200 inhabited islands of the Maldives, a number of Resort Islands plus other nations.”

The UN water expert Jehaan Saleem stated that, “A good supply of safe drinking water has to be on top of the agenda of many small island nations since water-borne diseases are still one of the largest threats to the health of the people on earth.”

Water-related diseases are common in the Maldives. Apart from its geographic isolation, factors that contribute to the disease burden include shortage of clean water, general lack of awareness among the public regarding the links between environment, clean water and personal health, water treatment and water sources. Therefore improving access to safe water by developing sustainable systems that can be maintained by the island communities such as the “AQUIVA fushi” is crucial to improve health and well-being, particularly among the population in the atolls.

Edgar Konijnendijk, responsible for the drinking water program at Aquaver, said, “It’s a privilege to be part of such an exciting and challenging project. Working with the local population makes you realize the urgency for clean fresh water today and their will to develop the islands further. Providing remote communities with clean drinking water requires a simple and robust system – low in maintenance and easy to use. This is exactly what we have achieved with our plants. Their unique ability to utilize waste heat makes them suitable for other remote communities all around the world.”

Wolfgang Heinzl, the developer of the memsys technology, commented, “Today, the memsys process is applied in many industries for waste water treatment, ethanol separation and cooling processes. In light of the growing water problems in this world, sustainable desalination was one of the most important issues on our minds when developing the memsys process. We are committed to supporting efforts to make this a reality.”

'CSI turtle' launches investigation into ghost fishing nets found in the Maldives

Call it CSI Turtle. In the Maldives, at the heart of the Indian Ocean, scores of turtles are being found with gashed or ripped-off flippers and deep scars in their shells. The cause is clear: the turtles are becoming ensnared in "ghost" fishing nets that have either have been lost or dumped.

The turtles that don't drown are then attacked mercilessly by accomplices. The stumps of the turtles' flippers show clear signs of being ripped off by sharks, while the shell damage points to a sharp implement: the beaks of birds and the claws of crabs. The nets themselves cut through the turtle's flesh like cheesewire, leaving deep wounds.

But what the investigation has not yet established are the culprits behind the crime and the motive. "It's OK to keep finding these turtles and keep stitching them up, but it's just going to keep happening. So we need to try to find out why the nets are being lost," says Dr Jill Hudgins, a scientist from the Seamarc consultancy and employed by the Four Seasons resort on Landaa Giraavaru island.

The turtles are the Olive Ridley variety, which live in the open ocean, not the atolls and lagoons of the Maldives, and Maldivian fishermen don't use nets, pointing the investigation abroad. Hudgins' team has now compiled a database of more than 40 net types, detailing the mesh size and the twine diameter, as well as the types of floats attached and other data like the labels on debris trapped in the net such as plastic bottles.

The evidence all points to trawler nets floating in from India and Sri Lanka, and a recent breakthrough was finding a net manufacturer's label: Garware, an Indian company. Hudgins has now sent images of the nets and severely injured turtles to the company and awaits their reply. "We want to scare them a bit," she says, and then get their help in finding solutions.

If it is because the fishermen do not have access to disposal facilities, she says, that could be set up. Or if boats fishing illegally are dumping nets when challenged by patrols at sea, that could be addressed too. Hudgins' team has also hooked up with Ghost Nets Australia, which successfully tracked nets back to fishermen in northern Australia.

So far 42 turtles have been released from the centre on Landaa Giraavaru and more islands are starting to join in. They spend an average of a month or two in rehab, after being treated.

The team has also demonstrated that the turtles can adapt to the loss of one fin by attaching £1,600 trackers to rehabilitated animals. "They travelled just as far – about 1,000km a month – as those not missing flippers," says Hudgins. But the loss of two fins is thought to be too much, making it near impossible for the turtles to dive and feed.

One turtle – which arrived with its skull split open, probably due to a boat collision – also travelled successfully, although in the opposite direction to the others.

But another turtle, now blind and with neurological problems probably due to being poisoned, has been at the centre for 18 months so far. Some are too injured to ever be likely to return to the ocean, and with a 60-year lifespan, Hudgins says: "They are going to be really long-term residents."

Future sea level rises should not restrict new island formation in the Maldives

he continued accumulation of sand within the iconic ring-shaped reefs inside Maldivian atolls could provide a foundation for future island development new research suggests. Islands like the Maldives are considered likely to be the first to feel the effects of climate change induced sea level rise, with future island growth essential to counter the threat of rising sea levels.

The study published in the journal Geology, and carried out by researchers from the University of Exeter in collaboration with the University of Auckland, James Cook University, the National Institute for Environmental Studies in Japan, Curtin University and the University of Glasgow, focussed on the formation of islands inside the atolls of the Maldives.

The researchers studied the history and timing of island building, a process which starts when the lagoons fill sufficiently with sand that is derived from the surrounding corals reefs, to provide a foundation for island establishment.

Assuming these reefs continue to flourish and can thus maintain high rates of sand supply, those lagoons that are already nearly full have clear potential to provide foundations for new island development over the next few hundred years.

Professor Chris Perry from the University of Exeter said: "Many of the heavily populated islands in the Maldives have limited capacity to respond naturally to sea-level rise and this will necessitate additional spending on shoreline maintenance.

"Our research suggests, however, that the potential does exist for new island formation on those reefs inside the atolls that have near fully infilled lagoons. These may ultimately provide additional land options across the region, and some possibilities for mitigation options under higher sea level conditions."

The study suggests that it is the smaller reefs, with lagoons that are already nearly in-filled, that are most likely to give rise to new islands. Once established, and given sufficient sand supply, the findings suggest that these new islands can develop rapidly, over a few 100 years, and that these may then evolve into larger, island structures that could provide alternative land options in the region.

Evidence from this region also suggests that many existing islands established and expanded under slightly higher than present sea-levels over the last few 1000 years.

Larger reefs with deeper, unfilled, central lagoons are likely to only fill with sand over much longer timescales and are thus unlikely to support new island development over any meaningful future timescales.

Sea level rise is projected to put increasing pressure on the Maldives. Heavily populated islands, including the low-lying capital Male, have limited capacity to respond to natural shoreline changes and will thus require ever more costly management interventions to sustain them under projected sea level rises.

The Maldives is the extreme test case for climate change action

Like rays of burning sunlight concentrated through a magnifying glass, almost all the world's environmental problems come into sharp focus in the Maldives. The 1,000km-long archipelago is the extreme test case.

The lowest lying country in the world is not even built on sand, but on the planet's most endangered ecosystem, coral reefs, the smashed fragments of which comprise every stunning white beach. And not only is the tide of sea level lapping at the shallow islands, but sea temperatures are rising as is the acidity of the ocean: both kill the corals.

The news from the world's climate scientists in their landmark report on Friday will be that the threat of global warming is worse and more imminent than in their 2007 analysis. But what is being done?

The beating sunlight in the Maldives should at least deliver plentiful solar power. But in a grim irony, the 400,000 islanders, whose overall contribution to planet-warming carbon emissions is negligible, are entirely hooked on diesel for the generators that keep their lights on. The nation, which is close to broke, spends over a quarter of its GDP on the fuel and pays colossal subsidies to keep energy bills affordable.

Solar power would be a just quarter of the cost on most islands, Mohamed Arjwad at the Maldives energy authority told me, making it a no-brainer - in theory. But there's no capital or expertise to deliver it, he says.

Instead international investors are piling into tourism, the mainstay of the economy. Despite the doubts about whether the Maldives will keep its head above water and the $1.5m per room cost of developing luxury resorts, the existing 110 resort islands are set to be joined by 50-60 more, each posing dangers to the fragile coral environment.

"That is too many if they are not implemented well, and they are not," says Armando Kraenzlin, regional vice-president for the Four Seasons resorts in the Maldives, which spends hundreds of thousands of dollars a year on marine scientists in an attempt to protect its own natural coral and sealife assets.

Stark contradictions also exist in the Maldives' second biggest industry, fishing. Traditional pole-and-line caught tuna is as sustainable as tuna fishing can be, yet the groupers and snappers which form a cornerstone of the coral ecosystem which underpin the islands are being fished out. Sea cucumbers, fat as marrows, are going the same way and the use of the lagoon-nurseries where sharks and rays breed their young for sea cucumber farms is growing, along with the risks of pollution.

"The Chinese pay a hell of a lot of money for these: that is good for us and also bad for us," Dr Shiham Adam, head of the Marine Research Centre, tells me. The tension is summed up by anecdotes of the increasingly numerous and rich Chinese tourists who are attracted by the extraordinary sea life and then eat it.

Add to all these challenges the vast and growing rubbish mountains - the only hills in the Maldives, locals joke – and the growing freshwater crisis and it's clear the Maldives is on the environmental front line.

Many of these problems could be solved. Many of the solutions, like solar power, are cheaper in the Maldives than the status quo, but incur an upfront cost. The inevitable tension between raising incomes in a relatively poor nation and over-exploiting the natural source of the wealth is creating a paradox in paradise.

But perhaps the biggest challenge of all is apathy. For most Maldivians, the problems are out of sight and out of mind. Travel in the vast archipelago is expensive and most Maldivians will see only two or three of the 1,200 islands. Many, especially women, cannot swim and so do not see the riches below the sea's turquoise surface, such as the orange and white clownfish snuggling into the waving mauve and green-tipped tentacles of their anemone homes.

Mohamed Aslam, a former environment minister, accepts the short term nature of politics and the focus of voters in the current presidential campaign on housing, health and welfare benefits. "There is a mismatch in timescale. Climate change is decade-long or more but political timescales are four to five years," he says. "But you need to survive to enjoy those benefits. Just because you are not dead now doesn't mean you are not dying."

With the new report from the Intergovernmental Panel on Climate Change (IPCC) on Friday, the threat to the Maldives will be clearer than ever. The solutions are also clear, both globally and locally, and the investments required are perfectly sound.

But if the extreme case of the Maldives is not being dealt with, and it is not, can the will and the ways really be found to tackle the global problem? The IPCC report will sound the alarm louder than ever, but will it be heard?

Mohamed Nasheed, whose advocacy as president put the Maldives on the climate change map, is uncertain. Asked for the odds of his grandchildren inheriting an inhabitable Maldives, he says: "50-50."

Maldives could benefit from groundbreaking integrated climate change model


The Maldives, which is committed to becoming carbon neutral by 2020, could significantly benefit from a new branch of environmental science.

The Integrated Resource Model, which has been developed by Peter Head, of the Ecological Sequestration Trust, uses cloud computing to develop ecological models that boost economic growth and reduce carbon emissions.

Mr Head told delegates at the third annual Six Senses SLOW LIFE Symposium, that global computing power could be used to create a new development model for the Maldives.



He said: “Integrated resourcing covers energy, food, water and waste management. It is the concept that no single environmental problem can be solved in isolation.”

He added that the concept of sharing was vital in the fight against climate change. The most efficient use of finite resources, he explained, was sharing in a common cause.

Cloud computing is just one example of sharing – in this case computing processing power. Cloud computing is vital to his integrated resource modeling, which will be made available through open source on the “cloud”.

Mr Head also said that linking urban and rural development could boost overall agricultural output despite the loss of land for residential development.

“The analysis shows we can reduce carbon intensity but improve the ecological footprint as well,” he said.

He warned delegates that unless the pace of change towards a sustainable economy was accelerated, there would be a 50% chance of runaway climate change by 2070 that would lead to “total human catastrophe”.

Mr Head told delegates that he was seeking funding to enable the Maldives to take a global lead in Integrated Resource Modeling.

Other speakers during the last day of the SLOW LIFE Symposium included Sir Richard Branson, Eric Scotto of Akuo Energy and Jose Mariano, the founder of zero2infinity – the company which is planning on sending people into space using helium-filled balloons.

In the last session of the day, Sir Richard Branson said that business leaders had to do more to advance sustainable business development.

“If you are lucky enough to be a successful business leader – and you need a large element of good fortune – there is extreme responsibility that comes with that.

“If leaders are not responsible citizens and don’t redistribute that wealth then our current form of capitalism becomes questionable.

“Companies can become forces for good. The differences they can make locally and internationally is significant and the bottom line does not need to suffer for that to happen.”

Sonu Shivdasani, the Chief Executive of Six Senses, concluded the Symposium by saying that “sustainable business” had to become the norm and that the way in which business leaders were judged had to change to encourage companies to pay more attention to their environment.

“How we measure CEOs dictates how those CEOs behave.”
He added that the institutional owners of publicly listed companies should judge CEOs’ long term commitment to sustainability best practice and not just on short term profits.

UN climate talks 'stupid and endless' - Maldives


The UN's talks on climate change are daft and crippled by finger-pointing and the need for consensus, the president of the Maldives, Mohamed Nasheed, was quoted on Thursday by Le Monde as saying.

Nasheed also said emerging economies were as much to blame for global warming as rich nations.

In an interview with the French daily, Nasheed pounded out the frustrations of vulnerable small island states with the 194-party UN Framework Convention on Climate Change (UNFCCC).

"The current negotiation process is stupid, useless and endless. It is based on this principle: two parties reach an agreement, a third one comes alone and says it doesn't agree and it reduces the ambition of the others," Nasheed said.

"In essence, even if we reach an agreement, it will be an agreement about nothing. It will be so diluted that it will be of no use," he said bitterly, calling for "an overhaul of international organizations."

Nasheed, whose comments were reported in French, was speaking during a visit to Paris.

He also criticized the rift in the UNFCCC talks over who was to blame for the man-made carbon emissions that stoke global warming.

Poor countries say rich countries bear "historical responsibility" as they were the first to burn the coal, gas and oil that cause the problem.

Rich countries say emerging giants such as China, India and Brazil also have to shoulder the burden as they have become huge carbon emitters in their own right.

"Responsibility is shared equally," said Nasheed.

"If the emerging countries had had the chance to emit as much carbon, they would have done the same, perhaps more so," he said.

"If the West stopped their emissions and China, South Africa and Brazil carried on emitting on the basis of business as usual, we would still die. The Maldives would disappear."

Efforts to tackle climate change were ravaged by the near-fiasco of the Copenhagen Summit of December 2009, where world leaders squabbled over targets and burden-sharing.

They cobbled together a last-ditch deal, the Copenhagen Accord, which sets down a voluntary approach of national pledges supported by financial pledges to help poor countries.

The UNFCCC's parties meet in Durban, South Africa, from November 28 to December 9 for their next annual conference. The big issue will be the future of the UNFCCC's Kyoto Protocol, whose current roster of promises expires at the end of 2012.

Global warming is predicted by scientists to have far-reaching impacts on the world's weather system.

It will also cause sea levels to rise, both through the thermal expansion of water and through the runoff of water from melted icesheets and glaciers.

Wanted: A New Home for My Country

One recent evening at the presidential palace in Malé, the capital of the Maldives, around 100 people showed up to watch a movie. Rows of overstuffed chairs in a gaudy combination of stripes and paisleys faced a projection screen hanging on the front wall of what seemed like a grand ballroom. At the back of the hall, journalists erected camera and microphone rigs: Mohamed Nasheed, the Maldives’ 41-year-old president, was expected to make a major announcement after the film. And ever since Nasheed declared on the eve of his inauguration last November that, because of global warming, he would try to find a new homeland for Maldivians somewhere else in the world, on higher ground, local reporters didn’t miss the chance to see their unpredictable (“erratic” and “crazy” were other adjectives I heard used) president.

Nasheed appeared when a pair of French doors opened and a gust of conversation blew into the room. It was a humid night in March. Several dozen cabinet members, Supreme Court justices, parliamentarians, presidential advisers and other dignitaries trailed the young president, who wore navy slacks and a striped white shirt, open at the neck and sleeves rolled to the elbows. He took a seat in the front row, the lights dimmed and the British feature documentary “The Age of Stupid” began.

The movie opens with hypothetical scenes of environmental catastrophe: the Sydney Opera House in flames; ski lifts creaking above snowless mountainsides; raging seas in the once-frozen Arctic. Set in 2055, the film looks back to our present through a series of environmental-destruction subplots highlighting this era’s collective lack of interest in doing anything; one character concludes that we must be living in the “age of stupid.”

The Maldives is an archipelago of 1,190 islands in the Indian Ocean, with an average elevation of four feet. Even a slight rise in global sea levels, which many scientists predict will occur by the end of this century, could submerge most of the Maldives. Last November, when Nasheed proposed moving all 300,000 Maldivians to safer territory, he named India, Sri Lanka and Australia as possible destinations and described a plan that would use tourism revenues from the present to establish a sovereign wealth fund with which he could buy a new country — or at least part of one — in the future. “We can do nothing to stop climate change on our own, and so we have to buy land elsewhere,” Nasheed said in November.

When the movie ended, Nasheed approached a microphone stand in front of a giant house palm. He has a jockey’s physique, and the fronds of the palm arched over his shoulder. His wonder-boy demeanor might seem naïve, but he spent almost 20 years opposing a dictator and enduring torture; few doubt his fortitude. The audience in the ballroom listened closely when Nasheed declared that it was time to act. “What we need to do is nothing short of decarbonizing the entire global economy,” he said, his high voice cracking. “If man can walk on the moon, we can unite to defeat our common carbon enemy.” Nasheed didn’t use notes for his speech; aides say he never does. “And so today,” he continued, “I announce that the Maldives will become the first carbon-neutral country in the world.”

Twenty-two years ago, Nasheed’s predecessor traveled to New York with a mission. Maumoon Abdul Gayoom, then only 9 years into his 30-year reign, stood before the United Nations and warned the world that rising sea levels would eventually erase his country from the map: “With a mere one-meter rise,” he said, “a storm surge would be catastrophic and possibly fatal to the nation.” At the U.N. Earth Summit in Brazil five years later, Gayoom introduced himself as “a representative of an endangered people.” When Gayoom wasn’t abroad predicting that Maldivians could become the first environmental refugees, however, he was crushing dissenters back home. His 30 years in office were punctuated by regular, uncontested elections that he won each time with at least 90 percent of the vote. One of those he jailed — at least 13 times, by the prisoner’s count — was a spunky journalist named Mohamed Nasheed.

Nasheed was born in Malé, the son of a prosperous businessman. He studied abroad — first in Sri Lanka, then in Britain — before returning to the Maldives in the late 1980s and helping found a magazine called Sangu. He wrote investigative reports implicating Gayoom’s regime in corruption and human rights abuses. After the fifth issue, the police raided the magazine’s office and arrested Nasheed. He was 23. He spent 18 months in in solitary confinement. “They wanted me to confess to trying to overthrow the state . . . and they wanted me to do this on TV,” Nasheed told me. “It was very Russian in style. They wanted me to confess for everything that I had done all my life, from my first cigarette to my first kiss.” In 1991, Amnesty International declared him a prisoner of conscience.

Ten years later, after several more stints in jail, Nasheed won a seat in Parliament. He stayed there a few months before being tried, once again, on trumped-up charges and incarcerated. After his release, Nasheed left for Sri Lanka to start the Maldivian Democratic Party. Ultimately, Gayoom’s henchmen found him. Over a span of two days in 2005, Nasheed survived a suspicious car accident and then caught people casing his home in Colombo. He fled to Britain, where, he said, “you could always talk to a Western government about democracy,” and he received political asylum. In 2005, Nasheed gave that up and returned to the Maldives for good.

Late last year, Gayoom agreed to hold the Maldives’ first multiparty presidential elections. On polling day, Gayoom ranked as Asia’s longest-serving president. Nasheed, the perennial inmate, ran against him. By the second round of voting, Nasheed secured support from a handful of smaller opposition parties and won. After three decades of strongman rule, the Maldives, a Sunni Muslim country with, at least officially, no religious minorities, exemplified how a peaceful, democratic transition of power might look in other parts of the Muslim world.

Then Nasheed proposed the mass exodus, an idea that called to mind other outlandish schemes, like one Saudi prince’s thought of supplying drinking water for the Arabian peninsula by towing icebergs from Antarctica. But in comparison, Nasheed has been taken seriously. Three months after his announcement, the president of Kiribati, an archipelagic nation in the Pa­cific, confessed that he, too, was searching for ways to relocate his countrymen. And in testimony before the Senate Foreign Relations Committee, Al Gore encouraged Congress to pass legislation reducing carbon emissions by citing Nasheed’s initiative as just one example of what could happen if they failed to act. Joe Romm, the author of the blog Climate Progress, told me: “There is no saving the Maldives. They are wise to find a new place.”

Not everyone has thought so. Paul Kench, a coastal geomorphologist at the University of Auckland, has made eight expeditions to the Maldives to research how islands form and evolve. Kench first traveled to Baa Atoll, north of Malé, in 1996, frustrated, he said, “with the perception that sea levels will go up and simply drown them. No one had established any real science.” He has discovered since then that both seasonal weather patterns and periodic wave events — like the tsunami in 2004 and, in late 2007, a highly unusual, 20-centimeter surge in sea level recorded throughout the Maldives — alter the surface, the beaches and the height of the islands in unforeseen ways. In particular, he found, “the notion that the Maldives are going to disappear is a gross overexaggeration. Both the tsunami and the sea-level rise lifted sand from the beach, spread it across the island surface and formed a natural buffer.”

Kench has followed news of Nasheed’s planned exodus with dismay. “It’s a political weapon they have,” he says. “It’s a little bit unfortunate, because they don’t know how to deal with the change. . . . If they withdrew from this notion that ‘We are going to have to jump on a plane and fly to northwest Australia’ and that kind of hyperbole, if they seriously confront the problem, they would get a lot more international assistance.” Talk of catastrophe, he continues, “hijacks all the serious work that needs to be done.” He sees it as a distraction from the careful scientific labor that could find ways to protect the islands.

Meanwhile, Nasheed’s political opponents claim that his proposition to move has cost the Maldives international respect. “We are a country so dependent on tourism,” Mohamed Hussain Shareef, Gayoom’s spokesman, told me. “The minute Nasheed says we are about to sink and that we’re moving, my phones started ringing off the hook with tour operators asking questions. We can’t go back to them and to investors now and say, ‘Everything is O.K.’ This man is so hellbent on hogging the media limelight that he is forgetting to do his job, which is to run a country.”

During the 1990s, his second decade in power, Gayoom oversaw the construction of the presidential palace. It occupies a sprawling piece of land in the middle of what ranks, in terms of people per square kilometer, as one of the world’s most crowded cities. Gayoom parked a fleet of luxury cars in the garage and equipped the master bathroom with a gold-plated toilet while, just beyond the white walls, scooters and pedestrians jostled for space on the tangled alleys that wind through Malé.

After the election, Nasheed opted not to move into the palace. He lives in the previous official residence, and he walks to and from work every day, trailed by a handful of guards wearing sunglasses and with black wires in their ears. Nasheed has talked about turning the mansion into a museum or public library. On rare occasions, such as the première of “The Age of Stupid,” he opens the doors.

The screening was followed by a reception in the garden. Dignitaries gathered under a veranda and leaned against white pillars covered with flowering vines. Nasheed meandered through the crowd, welcoming each guest, as tuxedo-clad waiters brushed past holding trays stacked with cups of orange juice. I noticed the minister of the environment deep in a discussion of water temperature and coral growth with one of his advisers. The minister and his colleague, neither much older than 40, were citing the names of scientists and journal articles at high speed.

“The question is whether coral growth can keep up with rising sea levels,” said the adviser. The Maldives consists of four reef platforms and 21 atolls, coral configurations that were produced over millenniums as dead volcanoes in the ocean receded, giving way to coral that grew vertically and formed ring-shaped reefs. The individual islands were formed as wave energy deposited shards of broken coral and shells.

“Really, the danger is an increase in temperature,” the minister countered, “because certain coral can only survive in certain temperatures.” In 1998, an El Niño influx of warm water “bleached” the coral in the Maldives, killing large portions of it. “Sea temperatures are the real culprit here.”

Though wonky, the conversation was hardly irrelevant: all islands and coastlines are formed differently, a fact sure to be explored more in years to come as planners develop more property in areas susceptible to rising sea levels. This is why Kench, the coastal geomorphologist, believes that the Maldives aren’t nearly as doomed as others think. He knew he was on to something big when he returned to the Maldives after the tsunami and found that the wave had actually raised the island surface as much as 30 centimeters, and did so as far as 60 meters inland. “This is actually building the islands vertically, building ridges that will buffer these islands from sea-level rises,” he says. “That sand is a permanent addition that is now draped among the coconut trees and is going to stay there.”

Even the idea of “sea level” as a fixed measure is somewhat flawed. Since sea levels vary around the world, sea-level rises are also likely to vary. “Intuition would tell you that sea-level rises are like a bathtub, but it’s a little more complicated than that,” William G. Thompson, of the Woods Hole Oceanographic Institution, told me. “When it comes to measuring sea-level rises,” he adds, “there are different factors in different places.” Parts of South Asia are being lifted, owing to tectonic shifts in and around the Himalayas. In regions of the Caribbean, similar phenomena are lifting some islands, like Barbados, and sinking others, like the Bahamas.

Steve Nerem, a professor in the aerospace engineering sciences department at the University of Colorado at Boulder, measures sea levels. Since 1993, when he began mapping the oceans using satellite technology, sea levels have risen an average of 3.3 millimeters a year. But around the Maldives, they have risen an average of 2.2 millimeters. There is “all kinds of local variability” in the data, Nerem says. “The bottom line is that we can’t say with any kind of certainty what’s going to happen. But there’s lots of reasons to be concerned that it is going to be a big problem. The data doesn’t rule out a meter of sea-level rise” by 2100, he explains. “The data does rule out zero.”

In 2007, the United Nations Intergovernmental Panel on Climate Change estimated that by 2100, sea levels could rise by anywhere between 7 and 23 inches. The I.P.C.C. represents the closest thing the scientific community has to a consensus, but nearly every scientist I spoke with placed his or her estimates slightly higher. “Is this an underestimate?” Thompson says. “No real way to tell. It is a conservative estimate. When you are trying to provide guidance to global governments, you don’t want to be alarmist.” Since the I.P.C.C. study, the journals Science, Nature Geoscience and Nature have all published articles featuring estimates that exceed two feet, some saying that rises could be as much as five feet by the end of the century. “The rise to 2100 is just the beginning of a much higher sea-level rise,” says Stefan Rahmstorf, a professor of ocean physics at the University of Potsdam. “This is a real long-term effect that we are setting into motion. It will continue.” Rahmstorf says he believes the increase could be as great as 1.4 meters, or four and a half feet, by 2100.

“When we talk about climate change . . . you aren’t talking about gradual things, sea-level rises of a millimeter a year,” Nasheed said to me, using storm surges, strong winds and tsunamis as examples of the kind of cataclysms he expects. “You are talking about the force of things that can go wrong.”

At the reception following “The Age of Stupid,” I asked Nasheed how he planned to follow up on the two blockbuster initiatives so early in his term. He had to be thinking about the practicalities, right? How would he actually implement carbon neutrality or mass exodus? What came next?

“We need to go into direct action now,” Nasheed replied, matter-of-factly. His brown eyes channeled intensity. “We haven’t seen this generation — you know, those who are 18 to 30 years old — go into action yet. It is time.” He added, “I believe change is on the horizon.”

He didn’t give details. Maybe details didn’t matter. Perhaps the symbolism of Nasheed’s pronouncements was enough, and cultivating the image of the mad-scientist president was a strategy. “We are going to attract anyone with a mad idea and an investment plan,” Nasheed told me later in his office. “They can test their things here.” Whether or not the Maldives becomes carbon neutral almost seemed beside the point. If Nasheed’s antics could goad Western countries into more aggressive policies toward curbing carbon emissions, then his mission would be accomplished.

As we stood under the veranda, I asked Nasheed: Is all this a P.R. gimmick to shame the industrial countries into action?

“Sure,” he said. “This is to tell them: ‘No. Not at this cost.’ ”

Nasheed’s plans to move and to become carbon neutral are, in many ways, contradictory. One epitomizes resignation, while the other is more optimistic. But their timing — one in November and the second in March — is not by accident and hews closely to changes in Washington. While the Bush administration’s response to climate change was markedly ambivalent, President Obama has pledged action, declaring that his team “will not deny facts; we will be guided by them.” In December, the United States will participate in the United Nations Climate Change Conference in Copenhagen. Expectations are high that the conference may produce a global accord to supersede the Kyoto Protocol and curtail greenhouse-gas emissions.

Obama has, moreover, made climate change a national-security issue. Just days after taking office, he described the long-term threat of climate change as one that “if left unchecked, could result in violent conflict, terrible storms, shrinking coastlines and irreversible catastrophe.” This was highly contentious in the past. When the intelligence community went to Capitol Hill last year to request resources to look closer at climate change, one Republican lawmaker exclaimed incredulously, “We are going to take analysts away from looking for Osama bin Laden, and we are going to put them on the ‘March of the Penguins’!”

Nasheed admitted to learning some things from Obama. Connecting with crowds, for instance. He told me that he considered Obama’s election “one of the most impressive things” Americans have done, up there with “the Revolution, democracy, the office of the presidency and ‘Catcher in the Rye.’ ” But he seems to have learned something else from his American counterpart that he never articulated: fatalism doesn’t sell quite like hope. “We cannot change the world,” Nasheed pronounced on the night of the screening, as he stood in the palace built by the man who once tormented him. “But we can begin the process. And if we are ahead of the game, we will win.”

The Indian Ocean tsunami of 2004 resulted in more than 80 deaths in the Maldives. On the remote island of Dhiggaru, less than 100 miles south of Malé, a powerful wave washed away dozens of homes and killed one child. The destroyed homes were later rebuilt by an American relief mission headed by former presidents George H. W. Bush and Bill Clinton, along with the United Nations and the New Zealand government. Construction teams outfitted the new homes with tall brick barriers facing the shoreline.

On the day I visited Dhiggaru, I met a woman named Fatima along the footpath that separated her house from a seawall — and then the ocean. The makeshift wall consisted of concrete chunks, coconut shells and scraps of rusted corrugated metal. When I asked if the water had broken through the coconut shells, Fatima gestured at the levy. “Just last week, the sea was splashing against the walls of the house,” she said. On that night, huddled inside and wondering whether the water would continue to rise, Fatima chose not to leave the house.

Fatima said that she had heard the news of Nasheed talking about moving, but that she would only go “if there was no other choice.” Besides, tsunamis and high tides were freak occurrences. Rising sea levels were an­other, one that she couldn’t quite conceptualize. Fatima didn’t think inching oceans posed a serious risk. At least not in her lifetime.

“What about in theirs?” I asked, pointing to two toddlers leaning against her.

“Maybe,” she said.

The plight of the Maldives poses an eschatological question as much as an environmental one. When will the world end? How can we prepare for it? In that respect, we are all Maldivians. The islanders just happen to be among the first groups to contemplate these questions seriously. But that’s not to say each and every Maldivian spends his or her day preoccupied with sea levels. Ahmed Abbas, one of Nasheed’s longtime friends and the political cartoonist for the magazine Sangu, told me that Nasheed was overreacting. “We have been here for 3,000 years,” Abbas said as we drank espressos and ate ice cream one afternoon at a cafe in Malé. “Coral is our base. If one millimeter of water comes up, then one millimeter of coral goes up, too. So don’t worry.” His response was downright flippant when the conversation turned to a looming exodus: “Why don’t we all just board a barge? Anni” — Nasheed’s nickname — “can be the captain!” Nonetheless, Abbas was flying the next day to Sri Lanka, where he said he hoped to scout a tract of hillside property for himself.

Nasheed takes the thought of migration seriously and says he is already thinking about the logistics. “No politician has rejected the idea,” he told me when we met in his offices the day after the movie première. We were sitting in a boardroom, at the end of a long, glossy conference table. “The Sri Lanka president is quite happy that the cousins can come back,” he added, referring to the fact that Dhivehi, the language of the Maldives, and Sinhala, the dominant language in Sri Lanka, are very similar. The most publicized — and surprising — response came from the mayor of Pyrenees Shire, a small Australian town. “Our community’s a very welcoming community,” Lester Harris, then the mayor, declared in a broadcast. “We’ve got relatively cheap land compared to the major cities or even to regional cities, and I’m sure that we’ve got the type of climate that would make life very agreeable for these people.” I called Pyrenees Shire in March to see if the offer still stood. Harris had left office. The new mayor declined to comment.

I heard countless Maldivians express concern that in a relocation, they would be treated as second-class citizens. Ali Rilwan, the executive director of Bluepeace, an environmental NGO in Malé, says he hopes that international laws could be amended to protect environmental refugees in the same way they protect political ones. If not, he wasn’t optimistic. “In Sri Lanka, it would be easy, because we are the same color . . . but I was once on the beach at the Sheraton in Fiji,” a country where, Rilwan said, most Indians were descended from indentured laborers. “I was with some American friends. Security guards came and pulled me to their post. They thought I was a local Indian disturbing the Americans. . . . And one day, one of the black Fijians, the natives, hit me over the head with a corncob and demanded a dollar.”

“They would rather die here,” Nasheed said when I asked how he would persuade people to leave their homes. “You can’t ask them to leave. This is almost an impossible task, unless and until you have doomsday on them. . . . Moving would have to be the very bottom line. If you think about it, in certain eventualities, there wouldn’t be a place to move. Everyone would be running around. I mean, you mention a country that wouldn’t have all sorts of problems — even India or Sri Lanka, all of these countries would have millions of people moving from place to place. We would be lost. Three hundred thousand Maldivians? Who would care about them?”

Moreover, how would they care for themselves? Putting aside for a moment the overwhelming logistical burdens of exile, what about the emotional ones? Would the loss of the country spell the loss of the nation? The Maldives are specks of dry land in the middle of the ocean, stretching over a distance equal to that from New York City to Raleigh; total landmass is less than twice the size of Washington’s. Yet Maldivians speak the same language and call the Maldives home. Would a sense of community disappear in exile? Could Maldivians survive without the Maldives?

I asked Nasheed what his own experiences living in exile told him about how Maldivians would fare in another country.

“Maldivians are fairly cosmopolitan in outlook, and we would probably adapt better, and more easily, than others would,” he said. “But leaving home is a different phenomenon. In Salman Rushdie’s ‘Imaginary Homelands,’ he says you can imagine your home, but then you imagine with words that you know. So, basically, you would always be imagining the beach, imagining the palm tree, imagining the horizon. You can’t be doing that in the middle of Rajasthan.” His voice wavered like that of a man on the verge of tears, and the normally upbeat president looked grief-stricken. “Believe me, we don’t want to go there. We are fine here. Moving will never be easy for anyone.”

Early one morning, I joined Nasheed aboard his yacht for a two-day tour of eight islands in the central Maldives. We left Malé shortly after sunrise while the cargo ships and cruise liners were still quiet in the harbor. We motored across the sea for hours before reaching the first island. A 75-foot, gunmetal gray coast-guard cutter followed in our wake.

The presidential yacht stretched 65 feet. Red, green and white stripes ran above the gunwale, and tinted windows enclosed the cabin. Inside, Nasheed huddled around a table with a handful of advisers who briefed him on the coming islands. An atlas of the Maldives lay within easy reach.

We visited the island of Magoodhoo, the third of the day, because Nasheed had recently signed a deal with the University of Milan-Bicocca that would bring Italian scientists there to study coral growth. Nasheed wanted to thank the residents in advance for their hospitality and cooperation. If there was any tension between science and Maldivians’ conservative religious values, Nasheed said he hoped to dampen it before the Italians arrived. “For your average fisherman, who feels very insignificant in front of God, they are finding it difficult to understand the connection between climate change and human activity,” he told me. “When people say changes in weather patterns are because of nature and not because of man, you re­ally have to connect that: if humans can become carbon-neutral, then God could act in a different set of ways. But God has to be there in the conversation somewhere.”

After the 2004 tsunami, some reactionary clerics described the waves as a curse. One called the tsunami “a sign to the people brought by Allah for people to take lessons from it and correct their way of life.” Urbanites claim that the influence of archconservative Islam has grown in recent years, especially on the smaller islands. Some point to the increased number of women wearing head scarves. Others cite the bomb blast in September 2007 that injured 12 tourists. Or the incident in January 2008, when a potential assassin charged at Gayoom holding a knife and yelling, “Allahu akbar!” A teenage Boy Scout grabbed the knife and prevented the assassin from fulfilling his mission.

On Magoodhoo, hundreds of islanders were standing in the shade of palm trees, and they applauded when Nasheed stepped onto the red carpet that had been unrolled on the pier. Nasheed toured the island, took special note of the dead coral clumped along the beach and then prayed at the mosque. Next door, schoolgirls filed into the Magoodhoo social center wearing white uniforms and matching head scarves, with red and blue sashes draped over their shoulders that identified them as school captain, vice president of the Dhivehi club or members of the Islam Club. After his prayers, Nasheed followed them inside.

About 100 people assembled under the powder blue ceiling of the social center. Air fresheners emitted a faint aroma of lemongrass, and A.C. units pumped frigid air throughout the room. A young man in a prayer cap and a necktie stood at a lectern draped with sunflowers and recited a passage from the Koran. Nasheed was introduced after that. “I can see that you all are feeling sleepy after that lunch,” he said with a smile. “But you know us politicians can’t leave a mike if we see one.” Everyone chuckled.

After a few minutes describing his government’s plans to improve life in Magoodhoo, Nasheed informed residents that the team of Italian re­searchers was on its way to study the coral. “The safety of these islands depends on the coral,” he said. “We need to learn more about what’s happening with the earth. The world might not be that safe. We might not survive. We don’t know exactly what will happen. So we have to understand nature. It is God’s will.” Nasheed pushed his hair off his forehead and looked out across the crowd. “If these scientists are not able to save the Maldives,” he said, “then they won’t be able to save the world.”

Indonesia is mulling some plans to “put up for sale” its inhabited small islands as shelters for environmental refugees thanks to the climate change which was likely to disappear some of Small Island States.

Maritime Affairs and Fisheries Minister Freddy Numberi raised the idea over concern of sea level rise due to climate change which would end up under water low-lying countries.

“Pak Freddy still needs to consult the idea with President Susilo Bambang Yudhoyono before going into detailed plans,” the ministry’s director general for coastal and small islands Syamsul Maarif told reporters on Monday.

“But, it is smart plans if we see severe impacts of sea level rise.”

He said that a number of countries, including Maldives, had started purchasing new homeland in India as shelters for its citizens if the sea level disappear the island.

The United Nations has warned that the climate change could raise the sea level up to 59 centimeters by 2100 unless the world countries take actions to cut huge scale of greenhouse gas emissions.

Most parts of Maldives are currently just about 1.5 meters above the water with the highest land point is 2.4 meter above sea level.

He said that Indonesia currently has 17,480 small islands across the archipelago.

“We find so far only 20 islands which have lost due to environmental problems including sea level rises of climate change,” he said.

Coral Fossils Reveal Sea Levels Rising Fast


Heat waves, droughts and mass extinctions are all potential threats from climate change. But the scariest risk has always been that of rapid sea-level rise caused by the collapse of the massive ice sheets in Greenland and Antarctica. There is enough water locked on Greenland alone to raise global sea levels by 23 ft. (7 m) if it melted, which would swamp coastal cities like London and Shanghai and all but wipe away small island states like the Maldives and Tuvalu. We can likely adapt, expensively, to higher temperatures and changing precipitation patterns, but it's difficult to imagine how we could cope with the oceans literally erasing some of our most valuable real estate.

While the geologic record shows the earth has experienced rapid sea-level rise in the past, during the sharp warm-ups that follow the end of ice ages, those big melts have occurred when the world had much less ice than it does now. Scientists are unsure of how quickly rising temperatures from global warming could destabilize and melt our existing sheets — the working assumption has been that such major melting and subsequent sea-level rise would take centuries, if not longer, even in a warmer world. But a new study published in the April 16 issue of Nature argues that our ice sheets may be far more vulnerable than we believe, and that it may be a matter of decades before cities like New York are turned into swampland. Scientists led by Paul Blanchon of the National Autonomous University of Mexico examined sea-level fluctuations during the planet's last inter–ice age warm period, about 121,000 years ago, and found that the water rose as much as 10 ft. (3 m) in a matter of decades thanks to melting ice sheets. That conclusion indicates that, in the current interglacial period, we could well be facing rapidly rising tides by the end of the century if warming continues unchecked.

Blanchon examined fossil coral reefs about 40 miles south of Cancún on the east coast of Mexico's Yucatan peninsula. (The fossils had been exposed during the construction of a new seaside resort.) Working with his co-authors at Germany's Leibniz Institute of Marine Science, Blanchon calculated the age of the samples by measuring isotopes of thorium in the fossils, a process similar to carbon-dating. The patterns of the fossils indicated points where the coral died when the seas rose too fast for the organisms to adapt; each time the seas stabilized, the corals grew back, but at higher elevations and further inland, a process geologists call backstepping. The result is something like the ascending rings on a bathtub that indicate rising water levels.

Blanchon confirmed the age of the Mexican fossils at different elevations by comparing them to similar reefs in the Bahamas, and determined that the seas might have risen by 6.5 to 10 ft. (2 to 3 m) over the course of 50 to 100 years — far faster than scientists had assumed. Only rapidly melting ice sheets could explain sea-level rise occurring that swiftly, which would indicate that the ice locked away in Greenland and Antarctica today might not be as safe as we had thought.

There are caveats: the interglacial period during which the Mexican coral fossils were deposited was warmer than the world today, and sea levels were as much as 20 ft. (6 m) higher. And other scientists caution that Blanchon's work should still be viewed as preliminary and in need of independent confirmation at other, similar sites where old coral fossils have been deposited. (One obstacle is that only a few places on the earth — the Yucatan peninsula among them — have been seismically calm enough over the past several hundred thousand years to allow for such measurements.) But in the wake of the surprise breakaway of the Wilkins Ice Shelf in Antarctica, which won't raise sea levels but will speed the melting of the remaining Antarctic ice, the Nature study is a grim warning of a potentially flooded future.

Paradise lost on Maldives' rubbish island



It may be known as a tropical paradise, an archipelago of 1 200 coral islands in the Indian Ocean. But the traditional image of the Maldives hides a dirty secret: the world's biggest rubbish island.

A few kilometres and a short boat ride from the Maldivian capital, Malé, Thilafushi began life as a reclamation project in 1992. The artificial island was built to solve Malé's refuse problem. But today, with more than 10 000 tourists a week in the Maldives adding their waste, the rubbish island now covers 50 hectares.



So much is being deposited that the island is growing at a square metre a day. There are more than three dozen factories, a mosque and homes for 150 Bangladeshi migrants who sift through the mounds of refuse beneath palm-fringed streets.

Environmentalists say that more than 330 tonnes of rubbish is brought to Thilafushi a day. Most of it comes from Malé, which is one of the world's most densely populated towns: 100 000 people cram into two square kilometres.

Brought on ships, the rubbish is taken onshore and sifted by hand. Some of the waste is incinerated but most is buried in landfill sites. There is, say environmental campaigners, also an alarming rise in batteries and electronic waste being dumped in Thilafushi's lagoon.

"We are seeing used batteries, asbestos, lead and other potentially hazardous waste mixed with the municipal solid wastes being put into the water. Although it is a small fraction of the total, these wastes are a source of toxic heavy metals and it is an increasingly serious ecological and health problem in the Maldives," said Ali Rilwan, an environmentalist in Malé.

Despite the growing crisis, Thilafushi remains largely hidden from view. Nobody goes there apart from workers.

Meanwhile, tourism has made the Maldives the richest country in South Asia in terms of GDP a head -- which is about $4 500 -- though that wealth is thinly spread.

However, almost everything has to be imported. Most tourists can only be catered for by bringing in thousands of tonnes of meat, vegetables and diesel oil every year.

All this produces what many say is an unsustainable amount of waste. Every tourist produces 3,5kg of rubbish and requires 500 litres of water a day. The lack of space means the Maldives is now "exporting junk" to India. "Before, the ships that brought our vegetables from south India used to return empty, but now we are sending them crushed cans, metals, cardboard. They then sort them out and get cash for them," said Rilwan.

Environment issues are a major political issue in the Maldives, not least because its 300 000 people face being the first to be submerged under rising sea levels caused by global warming.

Earlier this month the new president, Mohamed Nasheed, told the Guardian of his radical solution to save his people: put aside some of the Maldives' tourism revenues to buy another homeland. -

More environmental initiatives


In last week’s column, I proposed a number of legislative measures that should be taken to improve the efficiency of our environmental enforcement mechanisms. The protection of our local environment and an awareness of the affects of Climate Change are of the utmost importance. Globally, the economic crisis has put the concept of sustainable development on centre-stage. There are now discussions of just how realistic a “green” economy can be. As Pakistanis we owe it to ourselves and the future generations, who will suffer the effects of climate change, to be aware and practice of what means to be environmentally-friendly.

At the moment, there is total lack of awareness of what environmental problems and climate-change issues face Pakistan. There are many reasons for this, not the least of which is the fact that the word “environment” when employed in Urdu as “mahaul” is not correct. Mahaul and mahauliyat convey a different meaning in Urdu than in English. It is not for nothing that many a local “environmentalist” seldom goes beyond planting trees or cleaning up litter. Wo mahaul saaf rakh rahein hain.

Another challenge is how, too often, we compartmentalise climate change, the environment and, say, health. For example, the Ministry of Health is responsible for premature child deaths. A World Bank study states that in Pakistan some 22,000 premature child deaths a year are caused by air pollution. This is the air pollution in our cities caused, primarily, by the burning of fossil fuels in the transport sector. The burning of fossil fuels is, according to Pakistan’s own Initial Assessment of Climate Change, responsible for roughly half of Pakistan’s total CO2 emissions. These CO2 emissions are responsible for climate change. But nowhere is the Ministry of Health connected to the Ministry of Environment. And in no way is the Ministry of Environment in touch with the Ministry of Transport. Our bureaucrats may be the best and most seasoned of professionals (and may Allah grant them greater glory and more plot allotments), but if the system they have to work in – the Federal Government Rule of Business – doesn’t help them, a rational approach to the environment and climate change is unlikely. I should mention that the Rules of Business, the document which sets out the manner in which the Federal Government operates, was written in 1973. This was before I was born. To think that, in my lifetime, no one has come up with a better way of running government is shocking.

The Ministry of Environment should take the initiative and begin examining the failures in the very structure of our government. It needs to undo the compartmentalisation mentality in government. By keeping climate change as a priority, the ministry should investigate to determine if there are better ways of designing a government structure.

The prospect of climate change often seems insurmountable. After all, what will turning off a light bulb do to slow the alarming rate at which polar icecaps are melting? How can not using plastic bags keep Bangladesh and the Maldives from sinking into the Indian Ocean?

The fact is that activism on environmental issues and climate change has gone beyond merely personal obligations. The challenges posed by these issues now permeate into government responsibility on the national and international level. I know we have a tendency, counterintuitive that it is, to fall into the mistaken belief that government is responsible for the public good. We continue to hold this belief despite the fact that, as a rule, our governments only fail our expectations. But the environment is an issue that offers redemption. It is incumbent on government, in the larger interests of its citizens, to take the environment seriously and begin taking stock of what is required to meet the challenges of climate change.

Just as a better understanding of the environment forces a better understanding of unseen connections – the linkage between premature death, air pollution, transport and climate change being a perfect example, a better understanding of climate changes forces us to appreciate global unconnectedness. Take Bangladesh, for example. In 2006, Bengalis emitted less than 0.3 tonnes of carbon per capita. In comparison, the average US citizen emitted 6 tonnes of CO2. That polar ice caps are melting because of climate change is not disputed. But millions upon millions of Bengladeshi citizens are going to be effected by rising sea levels and their contribution to global climate change is negligible! The Maldives is expected to be completely submerged by 2050. Recently, the prime minister of the Maldives launched a proposal whereby a portion of the country’s tourism revenue is to be set aside for the acquisition of real estate. That’s correct: the Republic of the Maldives and its 350,000 inhabitants are planning to shift. But where are the more than 130 million Bangladeshis going to go? Do the Indian and Burmese economies have the capacity to deal with such a refugee situation? To what extent are developed countries, whose emissions over the past century and a half are the cause for the current state of the earth’s environment, responsible for indemnifying the losses to be suffered? The environment and climate change are the means by which these hitherto unseen connections have been identified. What is to be done remains a topic of international debate today.

Because of these seemingly intractable international equity issues that arise within the context of climate change, countries routinely take their best and brightest to international conferences. International treaties are negotiated by armies of professional lawyers, environmentalists, economics, scientists, diplomats and experts. One of Pakistan’s proud sons, the climate-change specialist and blogger Adil Najam, once told me that some European countries took over a hundred negotiators each to the table at the international climate-change conference at Bali last year. The Pakistani contingent could be counted on one hand. How can we hope to carve out a place on the international level? How can we get equity without an army of experts of our own? The Ministry of Environment should be busy finding and trainings its own army of experts to forge a way in these international conferences. Only by being smarter and better prepared than western countries does Pakistan stand a chance is getting its fair share. At the moment, with the exception of the brilliant Furrukh Iqbal Khan and a handful of others, the fate of Pakistan lies in the hands of bureaucrats from the DMG who are lucky enough to be assigned a junket.

The Ministry of Environment should take the initiative and launch a large-scale climate- change awareness programme within the existing structure of government. We are beyond the specious argument that environmental regulation will detrimentally affect the development of our economy. We are beyond the mistaken belief that the cap-and-trade system is a licence for developed countries to continue polluting. It is my belief that a “green” economy is Pakistan’s only option for future development. The environment and climate change are the most pressing issues of our time. And if anyone thinks the Ministry of Environment has nothing to do, they need to think again. The massive responsibility of organising our government on these issues is squarely balanced on their shoulders. Climate change is no longer just a personal commitment to the environment. Mitigation and adaptation strategies must be our government’s commitment to the people. By not taking these initiatives, the ministry is letting down the Pakistani people.

Building disaster reduction initiatives locally


This document outlines the proceedings of a two-day workshop entitled ‘People, policy, and partnership for disaster resilient development’ held in 2007 in New Delhi. The workshop focused on sharing lessons and building partnerships to scale up community-led disaster reduction initiatives.

The workshop proceedings were centered on a wide range of community level risk reduction efforts that are effectively reducing vulnerabilities as well as influencing development processes and policies. Community leaders from drought, cyclone, earthquake and tsunami affected areas stressed the need for their efforts to be recognized, the importance of protecting their development gains and livelihoods, and halting of programs that leave the poor more vulnerable.

The key objectives of the workshop were to:
• create visibility and recognition for grassroots initiatives
• provide opportunities for community leaders to engage with government and other institutional actors
• identify strategies to strengthen and scale up community initiatives through partnerships

The workshop brought together over 150 participants representing disaster-affected communities, networks, international humanitarian organizations, academics, research and training institutions, policymakers, and civil society organizations including representatives from India, Nepal, Afghanistan, Sri Lanka, Maldives and Bangladesh.

Maldives president seeks help for 'paradise drowning'


Maldives President Maumoon Abdul Gayoom made an impassioned plea Tuesday for a cut in global greenhouse gas emissions, warning that rising sea levels could submerge his paradise island chain.

He launched a book at the UN-backed Business for the Environment conference to highlight the threat to his South Asian tropical island chain favoured by tourists for its white sandy beaches, clear waters and swaying palm trees.

"My people are blessed with one of the most beautiful settings that nature has to offer... To many people across the world, our shores have indeed become an earthly paradise. This paradise, though, is endangered," he said.

"Each year, the seas that make up 99 percent of the Maldives are rising, and, slowly but surely, engulfing our 1,192 low-lying islands and posing serious risks to the lives and livelihoods of the people."

He said he chose the title "Paradise Drowning" for his book because "it evokes an image fraught with great danger" and "most clearly encapsulates the threat of climate change and sea-level rise to my people."

Speaking to reporters later, Gayoom said the country can only adapt to the problem by relocating citizens to safer islands. Building protective walls on 193 inhabited islands would cost about six billion US dollars, which the government finds too expensive, he said.

Gayoom said the real culprit for rising sea levels is global warming and the solution lies in countries cutting the carbon dioxide emissions which have been blamed for the phenomenon.

He said it was ironic that although the Maldives accounts for only 0.01 percent of global greenhouse gas emissions, the country could be "possibly the biggest victim of global warming."

At the rate at which sea levels are rising, the islands would be rendered "uninhabitable in the not-too-distant future," he said.

Achim Steiner, executive director of the UN Environment Programme (UNEP), said the problem outlined by Gayoom mirrors the fate of other low-lying territories worldwide.

"The challenge they are facing is one of continued existence," Steiner told AFP on the sidelines of the conference.

"In the Maldives, it is possibly losing many of its islands and even one day... losing a whole nation," Steiner said, adding that many other coastal areas are in the same predicament.

"Many of the Asian coastal zones, Africa's coastal zones, are highly vulnerable to sea-level rise," he warned.

Steiner also criticised those who argue the threat is being exaggerated.

"If you want to know what the consequences are, take a look at what the tsunami did in a few seconds and you get an idea of what destruction will arise from sea-level rise," he said, referring to the 2004 Indian Ocean tsunami.

The tsunami killed 220,000 people in countries around the region and damaged 10 percent of the Maldives' inhabited islands.

But Gayoom said there was still hope as governments are negotiating a global treaty that will succeed the Kyoto Protocol on climate change aimed at committing countries to cut greenhouse gas emissions.

"Ultimately, what it (the book) signals is hope -- hope that humankind will find consensus and a clear will to act. I am confident that we, the peoples of the world, will not allow this paradise to drown," he said.

More than 500 business executives, government officials, environmentalists and others from 30 countries have gathered for the two-day conference.

It is organised by the United Nations Environment Programme and the UN's Global Compact, an initiative which brings companies together with UN and other agencies to support environmental and social principles.

India Rejects Binding Committment to Cut Greenhouse Gas Emissions


Prime Minister Manmohan Singh says India will ensure that its per capita emissions of greenhouse gases never exceed those of developed countries.

Since the country's per capita emissions are far below those of richer countries, that essentially means that India will not commit to reducing carbon dioxide emissions, which many people see as key to slowing climate change.

Prime Minister Singh was addressing a conference on sustainable development in New Delhi Thursday. He says India still needs to pull vast sections of its population out of poverty.

"I am sure participants at this summit will endorse India's stand because you are all concerned about poverty eradication and reducing global disparities in income and wealth. We cannot continue with a global development model where some countries continue to maintain high carbon emissions while the development of options available for developing countries get constrained," said Mr. Singh. "We therefore need to ensure an acceptable standard of living for all our people, but would choose a sustainable path for that development."

Mr. Singh says India will prepare a national plan to tackle issues of climate change by June.

India is the world's fifth largest emitter of greenhouse gases, which many scientists think contributes to global warming. New Delhi has repeatedly rejected demands for specific reduction targets, saying they would hurt its economy. Along with China, India wants Western countries to bear the burden of reducing emissions since they are far larger emitters.

Greenhouse gas emissions come from burning fuels such as oil and coal, and from deforestation. As countries such as India, China and Brazil become industrial powerhouses, their emissions are rising rapidly. By some accounts, China already has the largest emissions, though its per capita figures are well below those to developed nations.

The United States and some other developed countries say that any international agreement to curb global warming by cutting emissions must include the largest developing nations.

Officials from several countries are attending the Delhi Development Sustainable Summit, organized by the Tata Energy Research Institute.

Norway's Prime Minister Jens Stoltenberg called for industrialized nations to transfer technology and funds to help developing countries switch to clean technologies.

He said the rich world must play a leading role in reducing the effects of climate change since its emissions are so large.

The conference also heard a fervent appeal from one of the world's tiniest countries for quick action on climate change.

The president of Maldives, Maumoon Abdul Gayoom, says his country is already being hurt by changing weather patterns.

"Our fishermen used to predict local weather and ocean current patterns with some accuracy," said Gayoom. "That is no longer the case. The calendar is no longer able to predict weather patterns accurately in either monsoon. Fishermen therefore go out to sea not knowing when the next severe storm would threaten their boat."

The Maldives, a chain of low-lying islands in the Indian Ocean, could be hit hard if warmer global temperatures melt Arctic ice and raise sea levels.

The International Panel on Climate Change said in its latest report that low-lying islands and coastal regions could be inundated by rising sea levels brought about by rising temperatures.

Maldives: Water is worth loving

“Water is worth loving” is a Finnish advertising slogan, but it also describes how precious water resources can be in the Maldives. The surface area of the country of close to 1,200 islands is 99 per cent seawater and almost all of the about 200 inhabited islands are dependent on harvested rainwater as the principal source of drinking water.

During the dry season that runs from January to April, fresh water resources can run drastically low leaving people in acute need of additional supplies.

The International Federation, with funding from the Australian Red Cross, is completing a supplementary water system project on 15 islands in the Maldives to ensure secure access to safe water for the island communities. In practice, the supplementary water supply is a system which desalinates seawater into drinkable, safe water. Even though optimizing rainwater harvesting is the preferred way to meet the water needs of each island, the supplementary water supply provides additional security for times of low rainfall.

The value of this system has already been shown. During this year's dry season, seven of the ten completed water systems were used to supply water to communities in need. The communities manage the system themselves with trained operators in charge of the day-to-day operation of the unit.

Ismail Solih, a trained operator and a member of the Maduvvari Island's Water Management Committee confirms the usefulness of the water supply system: “We are very thankful knowing now that we can have safe water at any time,” he says.

Ismail's comment is very relevant keeping in mind that even though Maldives is not the most disaster-prone country in the region, it still suffers from regular flooding and tidal surges, two hazards that are expected to increase because of climate change.

During tidal surges and flooding the ground water often gets contaminated by seawater and in some cases the rainwater harvesting tanks can be damaged. The limited amounts of stored rainwater are quickly exhausted and the islands are left in urgent need of clean drinking water.

This situation played out in May of this year when heavy tidal surges swamped several islands particularly in the country's south, explained Kathryn Clarkson, the International Federation's water and sanitation coordinator.

“The supplementary water systems were used to produce drinking water for islands that were short on water because of the sea surges,” said Ms Clarkson.

Community water tanks were also filled using the desalination units and water was provided to evacuated island communities. “This experience highlighted the value of the system in terms of meeting emergency needs during disasters,” she said.

In addition to using the desalination units during the dry season and small scale disasters, the units give the island communities the ability to manage a community water supply system and create additional income for themselves. In the case of Maduvvari Island the island Water Management Committee is selling the water to fishermen working nearby.

With the installation of the desalination plants and the rainwater harvesting kits coming to an end, the focus of the Red Cross Red Crescent is now on ensuring that the programme's results are sustainable.

“Our challenge is to make sure that communities have the skills and resources to maintain these systems,” concluded Ms Clarkson.

Climate change may wipe some Indonesian islands off map

Many of Indonesia's islands may be swallowed up by the sea if world leaders fail to find a way to halt rising sea levels at this week's climate change conference on the resort island of Bali.

Doomsters take this dire warning by Indonesian scientists a step further and predict that by 2035, the Indonesian capital's airport will be flooded by sea water and rendered useless; and by 2080, the tide will be lapping at the steps of Jakarta's imposing Dutch-era Presidential palace which sits 10 km inland (about 6 miles).

The Bali conference is aimed at finding a successor to the Kyoto Protocol, which expires in 2012, on cutting climate warming carbon emissions. With over 17,000 islands, many at risk of being washed away, Indonesians are anxious to see an agreement reached and quickly implemented that will keep rising seas at bay.

Just last week, tides burst through sea walls, cutting a key road to Jakarta's international airport until officials were able to reinforce coastal barricades.

"Island states are very vulnerable to sea level rise and very vulnerable to storms. Indonesia ... is particularly vulnerable," Nicholas Stern, author of an acclaimed report on climate change, said on a visit to Jakarta earlier this year.

Even large islands are at risk as global warming might shrink their land mass, forcing coastal communities out of their homes and depriving millions of a livelihood.

The island worst hit would be Java, which accounts for more than half of Indonesia's 226 million people. Here rising sea levels would swamp three of the island's biggest cities near the coast -- Jakarta, Surabaya and Semarang -- destroying industrial plants and infrastructure.

"Tens of millions of people would have to move out of their homes. There is no way this will happen without conflict," Environment Minister Rachmat Witoelar said recently.

"The cost would be very high. Imagine, it's not just about building better infrastructure, but we'd have to relocate people and change the way people live," added Witoelar, who has said that Indonesia could lose 2,000 of its islands by 2030 if sea levels continue to rise.

CRUNCH TIME AT BALI

Environmentalists say this week's climate change meeting in Bali will be crunch time for threatened coastlines and islands as delegates from nearly 190 countries meet to hammer out a new treaty on global warming.

Several small island nations including Singapore, Fiji, Kiribati, Tuvalu and Caribbean countries have raised the alarm over rising sea levels which could wipe them off the map.

The Maldives, a cluster of 1,200 islands renowned for its luxury resorts, has asked the international community to address climate change so it does not sink into a watery grave.

According to a U.N. climate report, temperatures are likely to rise by between 1.1 and 6.4 degrees Celsius (2.0 and 11.5 degrees Fahrenheit) and sea levels by between 18 cm and 59 cm (seven and 23 inches) this century.

Under current greenhouse gas emission levels, Indonesia could lose about 400,000 sq km of land mass by 2080, including about 10 percent of Papua, and 5 percent of both Java and Sumatra on the northern coastlines, Armi Susandi, a meteorologist at the Bandung Institute of Technology, told Reuters.

Indonesia, the world's fourth-most populous country, has faced intense pressure over agricultural land for decades.

Susandi, who has researched the impact of climate change on Indonesia, estimated sea levels would rise by an average of 0.5 cm a year until 2080, while the submersion rate in Jakarta, which lies just above sea level, would be higher at 0.87 cm a year.

A study by the UK-based International Institute for Economy and Development (IIED) said at least 8 out of 92 of the outermost small islands that make up the country's borders are vulnerable.

TOO MANY ISLANDS TO COUNT

Less than half of Indonesia's islands are inhabited and many are not even named. Now, the authorities are hastily counting the coral-fringed islands that span a distance of 5,000 km, the equivalent of going from Ireland to Iran, before it is too late.

Disappearing islands and coastlines would not only change the Indonesian map, but could also restrict access to mineral resources situated in the most vulnerable spots, Susandi said.

He estimates that land loss alone would cost Indonesia 5 percent of its GDP without taking into account the loss of property and livelihood as millions migrate from low-lying coastlines to cities and towns on higher ground.

There are 42 million people in Indonesia living in areas less than 10 meters above the average sea level, who could be acutely affected by rising sea levels, the IIED study showed.

A separate study by the United Nations Environment Programme in 1992 showed in two districts in Java alone, rising waters could deprive more than 81,000 farmers of their rice fields or prawn and fish ponds, while 43,000 farm labourers would lose their job.

One solution is to cover Indonesia's fragile beaches with mangroves, the first line of defence against sea level rise, which can break big waves and hold back soil and silt that damage coral reefs.

A more expensive alternative is to erect multiple concrete walls on the coastlines, as the United States has done to break the tropical storms that hit its coast, Susandi said.

Some areas, including the northern shores of Jakarta, are already fitted with concrete sea barriers, but they are often damaged or too low to block rising waters and big waves such as the ones that hit Jakarta in November.

"It will be like permanent flooding," Susandi said. "By 2050, about 24 percent of Jakarta will disappear," possibly even forcing the capital to move to Bandung, a hill city 180 km east of Jakarta. (Editing by Megan Goldin)
